HSE has today opened a 10 week consultation on proposals to
replace the Construction (Design and Management) Regulations 2007 (CDM
2007).
The revision of CDM 2007 aims to deliver a substantially simpler
set of regulations that are easier to understand and comply with, but which
retain vital safety protection.
Key changes being proposed include:
- replacement of the CDM co-ordinator role with a
principal designer role within the project team;
- introducing a duty on information, instruction,
training and supervision to replace the duty to assess competence;
- removal of the domestic client exemption and transfer
of these limited duties to the contractor/designer; and
- replacement of the Approved Code of Practice (ACOP)
with tailored guidance.
None of the proposals on which HSE plans to consult are set in
stone:
